would this be better then a gen 2 - 3 core i7 desktop?

i have one setup as a media server but i'd like to ditch the tower for a smaller footprint if possible

This is about the speed of a 3th gen i7 with 15w of power. So, no, not really much better.

This has double the cores/threads, ram and storage but doesn't have a touch screen. This will be much faster and more future proof than the 3300 touch

This depends on what your media server is doing. If you're using plex/jellyfin/anything that uses transcoding, then this will be faster and better quality

If your media server have to transcode video, the 8th gen will be much more powerful because of the more recent Intel UHD Graphics can transcode 4K HEVC.

A grade is only $309 (regular $369) before LTLOVE20 20% off code

Latitude machines are pretty tough, business grade, but 3 series is lowest grade (vs 5 series and 7 series)

Gentlemen, this isn't bad, it'll accept Windows 11, but Intel 8th Gen U-Series is borderline weak.
