would this be better then a gen 2 - 3 core i7 desktop?

i have one setup as a media server but i'd like to ditch the tower for a smaller footprint if possible

This is about the speed of a 3th gen i7 with 15w of power. So, no, not really much better.

I’ll need transcoding so looks like a gen8 laptop cpu would be better for my needs

If your media server have to transcode video, the 8th gen will be much more powerful because of the more recent Intel UHD Graphics can transcode 4K HEVC.

Gentlemen, this isn't bad, it'll accept Windows 11, but Intel 8th Gen U-Series is borderline weak.
