It works okay for me. (I don't use two-factor authentication.)

These are two distinctive services: the Fongo Free Mobile Calling app (aka Fongo Mobile) and Fongo Home, which are very different. The link you posted pertains to Fongo Home.
Fongo Home cannot send SMS, but if someone sends an SMS to you Fongo Home number, the "Text to Email" feature will email you the SMS.
Fongo Mobile app does not offer SMS to email, from what I know.
