I was looking for a cheap but decent enough PC to help working from home, and came across this one. it's got good specs at a decent price.

$420 for an i3 desktop without an SSD doesn't feel like a "cheap" price. A laptop with an external monitor would be what I would spend the money on.

Winblows 10 is unbearable on an HD. Plus the fact that this thing uses an Intel chip does not help at all.

Notice that the ebay vendor is Lenovocanada.

I bought a Lenovo tablet from that vendor on ebay. It seems to be a way for Lenovo to get rid of discontinued models.

Probably not a bad price but it seems a bit hard to figure out the specs -- I didn't find any real reviews.

HDMI 1.4b, not 2.0. UltraHD at 60Hz isn't going to work (except, perhaps, with chroma subsampling). Veto.

It's not that bad actually
I would call it a deal considering it comes with 4C/8T cpu, 8GB RAM in ITX form factor with some potential upgrade ability (one 2.5 hdd slot and 1 M2 slot)

Might be YMMV, when I open ebay today, I found that Lenovo is offering me this computer for $398.99, very interesting.
