It says on Fanatical that the minimum purchase your account must have bought in order to be eligible for this is $5 USD.

It says this on their website: Your Steam account must have been used to make a purchase before. - (It says the purchase amount minimum of that past required purchase is $5 USD).

The STEAM account has to have $5 worth of purchases.
In other words, not a brand new account created just to get this.
That some idiots would probably do and try to resell the account - as useless of an endeavor that would be.

Even though I linked my Steam account it still gave me a key for the bundle that I had to redeem so resellers with a lot of accounts could possibly scoop up a bunch of keys and then sell them all somewhere else.
