Yeah, Fido stores have been dead for this deal for quite some time now. Your only chance is a third party seller.

If I purchase this for a new customer without a tablet, Will it work directly on a smart phone or do I need to put it on a tablet first to activate?

I just confirmed that you can have the following add-ons for this plan

Texting:
- $5/200 texts
- $10/unlimited texting

Call forwarding:
- All calls (incoming/outgoing/forwarded) are charged airtime at a base rate of $1/min
- pay-per-use call forwarding is an additional $0.20/min (I confirmed that caller ID will be passed onto the forwarded number)
- forwarding to a non-local number is an additional $0.55/min
- or get $3/2500 minutes of call forwarding to a local number

Call Display: $7/month
Name Display: $8/month

Value pack add-on
- http://www.fido.ca/consumer/mobile/add-ons/value-packs
- unlimited texting, 2500 call forwarding minutes, Name display, voicemail-to-text, and other things
- costs $5/month
- requires call display (additional $7/month) so total cost is $12/month

I've literally called 6 times about call forwarding and each time they say it can't be done because you need a voice plan for this. So I would be skeptical of whoever told you this.

Did they say if you get the value pack or the $3/month call forwarding that you don't pay the $1/minute of airtime? Or would these expenses be in addition to the $1/minute?

I communicated via online chat. Half the reps said i need a voice plan, the other half said I can have add-ons to my tablet plan. I can confirm that add-ons are possible as I added call forwarding ($3/month) to my tablet plan, and it shows up on my online account. I only have a tablet plan with Fido.

All incoming/outgoing calls are charged at $1/min. To forward a call is an additional $0.20/min (so it comes to $1.20/min). You can purchase an add-on that gives you 2500 forwarding minutes (so you'd only be charged $1/min).

I originally purchased the call forwarding add-on thinking the $1/min rate wouldn't apply. But it does!!! I've since dropped the add-on.

Yeah that's so stupid. You would think since you are being forwarded to another service and not using their airtime that the $1 charge wouldn't apply.

If anyone needs this plan, GO TO THE FIDO STORE INSIDE THE EATON CENTER (on the lower level right across from starbucks).

I signed up like a week ago there, no questions asked (walked in, asked for the plan, 10 minutes later I'm signed up and heading out the door)

Also got a friend of mine to sign up there today.

Neither of us are fido customers.

or just go to a Fido center and ask to port the number with this data option?
