Found an iphone7 which was run over by a car

The phone was in a case, and it turns on, and beeps. The screen is totally smashed, so can't read anything on it, but when you connect it to a computer it recognizes the phone and states it is in "Lost Mode".

1. Can a phone in "Lost Mode" be unlocked by a third party and usable in the NA market?

2. Or should I just return it to the carrier? Which I believe is Rogers.

Once the phone is placed in lost mode, only the iCloud user can unlock it for use with a carrier.

You should return it since it's basically a brick except for the iCloud account holder.

Thought a third party could fix that lock. Does the lock only apply to Rogers? Also does that lock only apply to North America?

That lock is an apple lock. Only apple can unlock it.

Also, it's not your damn phone. If you can figure out a way to return it to the owner, do so.
