I wonder if it becomes locked-out like the monthly PS+ games do if you let your subscription expire , or if it's yours to keep as a "purchase"?

Time will tell.

Yup says "for PS+ subscribers" in the title. When you sign on to the website and go to purchase history the free games have an expiry date. The theme doesn't so seems like a keep forever thing.
