Garage foundation and steel column issue

I noticed that in our garage, a steel column is exposed and it seems to be just "sitting" on the concrete foundation. Is this normal?

Also, what'd be the best way to fill this gap? Mainly for rodent prevention.

I think the column would normally be level with top of the foundation, but they must have made a mistake and had to make it lower. Otherwise it looks OK. I sealed mine up with a spray foam can.

Non-shink grout is what you want to use.

Rodents will chew through spray foam. Cover the hole with a small piece of cement board or 1/4" steel fencing.
