Gas water heater installation quotes seem too high

I need to replace my gas water rather quickly as the old one is leaking. I have the house water off for most of the day because the shut off valves don't work either.
It is power vented and there is an existing pipe in place.

I have 2 quotes so far.

Price: $1750 installed which is about $400.00 for labour but the price of the unit is very high.

Price: $1716.00 installed which is $858 for labor! They do say they will remove $105 of that since we did not agree right away so they can't do on the weekend at this point and we already paid $40 for the "measure/quote"

This is a breakdown of the labor:

Grounding - $60.00
Over Flow Tube - $40.00
Tank Tops Adapters - $75.00
Venting (636) - up to 13# - $263.00

We did ask for the old shut off valves to be replaced so maybe that is fine?
I feel like things like grounding and overflow tubes should be included. Are they not standard?
We already have a venting pipe in place.
The guy they sent to "measure" was very terse and did not say anything about any of this when he was there.

Any comments or advice?

Is your current vent pipe white or black? If the current vent pipe isn't white and have 636 stamped on it, then it must be replaced to bring it up to current code

Cost me a couple of hundred dollars to upgrade my old power vent hot water heater to 636. Seems kind of ludicrous for 12' of pipe but it's not my name on the tag when the gas fitter signs off on the install.

White pipe is expensive compared to others and then to pay someone to do it is super pricey. I am not surprised at the $260.

Of course they're gonna fleece you a bit.

They're charging your home depot prices for the materials vs small outfits charging cost + markup.

There's some crazy charges that I personally don't agree with and I would question.
The tank top adapters are usually included with the tank (at least it was with my GSW).
$100 for the shut offs and $60 for grounding are insane labour rates

You can find gas fitters that will charge $200 for straight labour (give or take a bit depending on your venting situation) + parts to do the install. So while not crazy cheap it also isn't $800+ for install with $536 being "Custom Labour"

I don't think his intention was to say they should be tax free. At least I didn't read that, not all threads in home and garden are about cash deals.

I think it was to highlight that there's still another ~$100 in taxes to add to this.

You can get a quote from Reliance or Enercare. It will make you feel better about the quotes from Rona and HD. The price seems reasonable for a last minute replacement. If you wait a few months, you can probably find a sale.

Thank you for the update on the quote. My water tank is also power vent, but I already have the 636 pipe. It's 11 years old and a rental. Plan to buy it out soon. When it breaks, will get one from home depot.
