Gas water heater installation quotes seem too high
I need to replace my gas water rather quickly as the old one is leaking. I have the house water off for most of the day because the shut off valves don't work either.
It is power vented and there is an existing pipe in place.
I have 2 quotes so far.

Price: $1750 installed which is about $400.00 for labour but the price of the unit is very high.

Price: $1716.00 installed which is $858 for labor! They do say they will remove $105 of that since we did not agree right away so they can't do on the weekend at this point and we already paid $40 for the "measure/quote"

We did ask for the old shut off valves to be replaced so maybe that is fine?
I feel like things like grounding and overflow tubes should be included. Are they not standard?
We already have a venting pipe in place.
The guy they sent to "measure" was very terse and did not say anything about any of this when he was there.
Any comments or advice?
