According to the tutorial you linked, it requires you to designate the folder which has the full game. As I said, this is just the shareware edition, you still have to buy quad damage.

If it helps, here's some text on the site from the link in the OP :
Quake II RTX is fully ray-traced and includes the 3 levels from the original shareware distribution.
So it's the trial version...
