good time for fertilization/seeding/both

I fertilized end of early Apr.

Is now a good time to fertilize again?

how about seeding? it is generally said to wait a few weeks after fertilization, so mid july going to be a good time for seeding? I did seeding 2 months ago.

Fertilize next in early July and then in late September. Seed next in late September. Unless you can water now for 2 weeks, seeding will be a waste of time. Try to fertilize just before a rain or water a few tines after. If your grass does not get water after fertilizing it will burn.

Yes, generally speaking you want to fertilize four times a year.
You can however, fertilize more frequently, I do it every 3 or 4 weeks with no issue.
Lower Nitrogen (first number of fertilizer mixture) will prevent burn.

Spring is usually best for seeding. You get natural rain water, so don't have to constantly water the lawn. Initial 2 weeks or so you need plently of water for seeds.

Fall is not bad either due to the cooler weather.

As others have mentioned I usually go by if I haven't seeded by May 24 then I wait until after Labour Day. Warm days and cool evenings are key
