Help me identify this plant for hedging

Saw this while walking, looks nice and not sure if it has flowers or not but can be alternative to boxwood
Can you identify this plant?
Do you recommend for hedging over boxwood?

Based on pointy leaves ... not round ones
And the flower pattern
But won’t know for sure until the flowers mature into their distinctive trumpets
Glossy abelia is only hardy to US zone 6-9, which = Canadian zones 7 and up. Not sure where the OP is, but Glossy abelia won't be hardy in most of Canada.
