Help transferring ownership between father-son (ONTARIO)

Hi All,
I need help transferring my dads vehicle under my name as a gift between family. I cannot find any resources specifically to the below

-I cannot find the tele# to the PIN office to find out if they have a commissioner on-site. I really do not want to pay $60+ to a notary if I do not have to. (Sworn Statement for a Family Gift of a Used Vehicle in the Province of Ontario) Is it normal for a Private Issuing Office to have a commissioner for these types of things?

-Proof of insurance requirement. My dad's name is on the insurance slip for the vehicle that will be transferred to me. TD (separate insurance company) will not insure me unless the vehicle is registered under my name! What do I do now!? I got a quote, want to sign up for TD insurance, denied as vehicle is registered to my dad. I am currently primary driver on another vehicle under my dads policy should I ask Statefarm to switch primary drivers on the policy? Guessing my only option is to ask my current insurance company to make me primary on the car I want to take ownership of first....

Wondering if anyone here has been through this and has some details.

Transfer ownership first, then get it insured in your name. You need to have proof of insurance for the car, but I don't see anything that says you need proof it's insured by you.

I did this 3 weeks ago with my brother. Get car insurance FIRST because you can't transfer ownership without insurance. Therefore, you get a 30 day insurance temp slip from the insurance company. Go to a service Ontario and bring with you the insurance, your dad, ownership paper, safety, emissions (if needed) and $20 CASH (to pay the guy who witnesses you sign the affidavit that indeed this is being gifted). The lady behind the counter said that it's not allowed to transfer plates unless it's your spouse so you will get new plates and gotta pay for that and pay for the sticker. That's it!

So the people at Service Ontario will sign the bottom for $20? The car is insured under my dad and I am under the family policy as primary on another vehicle that I do not own.... Wondering if the slip needs to say my name or just valid insurance on the car...

Service Ontario did it free for me (4 years ago). Only the standard plate/registration fees.
YMMV on a separate fee for sworn statement.

I had my own insurance lined up already. They just need a VIN, doesn't need to be registered to you yet... (Same thing happens with brand new vehicles.. You call insurance, give them VIN and the paperwork is done before you take possession.

Tell TD insurance you will be transferring the vehicle on X date, which is the date that you transfer the vehicle. Problem solved.

Sorry for late reply. There is a name for that person who witnesses the signing but tbh I totally forget it what he/she is called. In my case I went to the location on Lakeshore and the lady at the counter working there happened to be "qualified" to witness over the signing. All the info they need regarding the car is on the ownership paper only thing you need to note is the ODO reading.

Talk to insurance, tell them it's in your name now. Same day you get the slip go register it in your name

This is most definitely incorrect. You can transfer ownership without insurance. You won't be able to get plates and a sticker without it though.

Look at my post history and you'll see I made a similar thread regarding transferring ownership. However, I came to the conclusion that it's better just to call service Ontario to get all the info than to ask people here and they said you MUST have proof of insurance to transfer ownership and mind you this happened like three weeks ago. Maybe they assume no one will transfer ownership without the other party driving it so that's their standard answer.

They do not make the law. I can sell a car without plates and without insurance. Having a valid registration and insurance aren't conditions for transfer of "property" which a car is basically. For the buyer to register it with MTO ( getting plates in his name) then having insurance is a requirement .
I am not saying you weren't told that by dummies at the office.

unless they changed the rules in the past year you don't need insurance to register a vehicle in your name, they register it unplated and you cannot get plates or a sticker to drive it. I did it last year when I bought my car. Went back later after I put insurance on it for plates and a sticker.

Then I guess I stand corrected. Like I said my intentions were to obviously drive the vehicle so I didn't really give it a thought to transfer the ownership without plates/stickers. OP if you want to drive the car same-day when you transfer it than you need insurance. If not, I guess you don't need it.

You don't need to guess, you don't need it period. This info is for people to know what are the possibilities in case someone comes across this issue when searching. I should add this is confirmed for Ontario but I don't see other provinces being different in this regard.
