High Interest Savings Accounts for Non-Residents?

I am asking for relatives.

Does anyone know which banks or credit unions offer high interest savings accounts for non-resident clients?

I know all the major banks do, but they don't exactly have high interest savings accounts so there is no benefit to open one with any of the 5 major banks except perhaps HSBC (which currently has a HISA promotion).
