Can someone explain what that cyclone dirt trap is used for and how to use it? Also, thanks op! Hopefully my HD will have some in stock.

When you are washing a car, your wash mitt/sponge is taking dirt and particulate matter off your car. When you go to put more soapy liquid on your wash mitt/sponge, you usually wring or squeeze to get some of the dirt off so you are not transferring it back to the car. The trap will allow the dirt/particulate matter to go down through the holes of the dirt trap but not allow it to be swept back up into the rest of the soapy wash water that it above it, again, preventing it from being transferred back to the car. This is a good consideration since some dirt/particulate can matter can leave micro scratches in your paint.

The textured underside and small holes of the Dirt Trap screen act as a one-way valve: dirt is pushed through the cyclone funnels and is trapped underneath the guard where it cannot flow back into the clean water.

Has anyone seen this at other locations? i.e. is this store-wide?

The price sticker on the pic says -

Reason Code: DAMAGED

So this is just a single store discount?

Saw this bucket package in Ellesemere and Warden location in Scarborough but was still regular price last friday. Behind the self service checkout.
