hotmail - can't unblock email address

It seems that once I block an email address in hotmail it's permanent.

I tried unblocking the email address and even adding it on safe sender list and still can't receive their emails.

This has happened with a few email addresses which I tried unblocking so I think it's hotmail causing this.
