how can i buy russian oil stocks?

I used to own lukoy stock and it wasn't a bad investment. Luckily i sold years ago. Its high was around 80 bucks or so. Because of us sanctions on russian stocks. LUKOY is now 9 dollars a share. I think it provides tremendous value. The PE is 1 right now. doe anyone know any platform that trades it? TD (think or swim) bared me from trading this stock

You can't.

The exchanges have halted trading of Russian ADRs due to the war, and I believe the Russian exchange is closed as well.

Buy quality. Keep calm and go long
