Hotmail/Outlook is a free product, with no paid upgrades available - why would you expect a 1-800 number support for it?

They have self-serve options and help to go through, but no Technical Support, no.

Hotmail used to have a paid version, no more?

Indeed, I was in the same boat, trying to get back my last hotmail account back which was locked out. Only generic email responses from MS. No human MS souls offer to assist. I gave up and open another account. > :( :( losing all my old emails as I needed important ones for references. Plus I don't even remember my profile as it has been created in its early days when it was a 'jungle' to reveal one's true ID. Read somewhere that you pay a company to retrieve 'locked-out' hotmail account. Just BING or google.
