How to renew OHIP without driver's license

My dad has a OHIP that is going to expire in 5 months, but he does not posses driver's license, he only has a ontario photo card.

However, online renewal requires to have a driver's license to renew OHIP, is there a way he can renew without a driver's license?

Then I believe he will have to renew in person at a Service Ontario location.

Also, in Ontario law you cannot have an Ontario Driver's license and Ontario Photo card at the same time. You can only possess one of the pieces of identification and not both.

My wife misplaced her OHIP card. She went to a Service Ontario first thing in the morning and was in & out in less than 2 minutes.
