How to set up proxy server in Windows 7?

I have a desktop and a laptop. I am subscribing to (cloud based?) service which works fine when the laptop is sharing internet connection with the desktop.
The connection has a static IP, lets say 5.5.5.5

When I travel with laptop and hook it upto a different internet connection the app won't work as the IP address is different.

Is there a way to route traffic (proxy server) so cloud based server see connection as coming from 5.5.5.5 ?

I have another PC that could be used as a proxy server if that is what is needed, but how to go from there is a mystery to me.

Assuming that your static IP is your public IP at home the easiest way is to set up a desktop computer with remote access

When you're travelling, just remote in to the desktop and access your files through it

If you want a seamless experience from your notebook, you will need to set up a VPN back to your home
