ICBC Driver Factor / How Collisions Affect Insurance Under the New System

With the old ICBC system:

If I own a car and allow a family member to use it... In the event that my family member gets into an at-fault accident with my car, my premiums would go up. Essentially the increase in premium follows the owner of the vehicle. If I replace the car, the increased premiums would apply to my new car.

Under the new (current) ICBC system:

is there any risk to lending your car to a family member (assuming they are a listed driver on your ICBC policy)?
If my family member gets into an accident with my car, would it affect my future insurance premiums?
