International Money Order or Foreign Bank Draft

I'm trying to send $120 USD to the U.S. Department of State based on the instruction here. I need to send "a bank international money order" or "a foreign draft from an institution in the United States". I went to Western Union, ScotiaBank, TD Bank, Canada Post and they all said they couldn't accommodate this request. Could I ask for your advices as I'm starting to run out of solutions?

The last time I got a TD US counter cheque it was drawn on a (New York based) US bank. That would work for you.

Thank you, I'm posting my solution for anyone else's information. I went to TD to ask for a "US Draft". It said Wells Frago on top so I'm pretty okay with it. Apparently the bank teller had no idea lol.
