What is "for iPad" ?

Developers never seem to specify what's different from the regular version. And as of iPhone 4 with retina display.. surely it's not a resolution difference?

It is the resolution difference, in most cases. The iPhone 4 & 4S are 640x960 while the 5 is 640x1136. The iPad 1, 2 and Mini are 1024x768, while the iPad 3 & 4 are 2048x1536. There are still large differences in resolution between the phones and the tablets that some developers choose to charge separately for.

If the developers don't mention any differences, it's because there aren't any. Like srslywhitebread said, the resolution is the main difference, along with compatibility. For example, in the case of Final Fantasy III, the 'for iPad' version only works on iPad, whereas the other version works on all devices but will look like this on an iPad. Then there's, of course, universal applications (like Final Fantasy IV). These apps will be optimized for both iPhone and iPad resolutions (though older apps may not have been updated to support the new iPhone 5 resolution).
