More specifically, in the case of shade trees and conifers, it's when you shear off the top of the tree, particularly the main leader(s) to keep an otherwise large tree small. You see this often happening to road side - front of boulevard trees under hydro wires. These trees are prone to breaking limbs in storms, falling over and dying prematurely specifically because they've been topped. However, most people have not made that correlation and falsely believe that topping a large tree will make it safer. They are wrong.
