Why do you believe it's a scam? Did you try calling them and asking about it?

The price seems obnoxious. Also the value of the car is 5k...

I would say 800. My cylinder lock was changed once and dealer cost with labor was 800.

Try turning the steering wheel before turning the key and see if that helps any, putting pressure on the wheel in each direction might make it easier to turn (its not fighting/binding against the steering wheel lock then.) My moms Saturn did that for a while years ago due to a badly cut key after one wore out...

I'm guessing by "towed to Kia" you mean a stealership? First of all don't take your car to a stealership unless you know it's a warranty issue or are looking to trade-in/get a new vehicle. Otherwise don't uh, don't go there--stealers should really not be touching cars after purchase.

Secondly, as for "letting you know what to do", I'd say you have three main options:
1. Pay up.
2. Go elsewhere.
3. Repair yourself.

LOL, no. 2015 cars sell for 10-15k. Depending how many km on it.
