Kitchen sink water leak.

Found some kind of smell underneath the kitchen sink. Upon further investigation found water leaking from the black rubber seal. Tried tightening it and made it worse. What are my options to fix this? I have some left over tube of silicone.

Replace the black rubber seal or the complete basket strainer whichever is at fault.

The leaking seal is from the top side. The bottom side does not create the seal. If tightening only made it worse you’d have to remove the strainer, re seal the top side with a new gasket or plumbers puttyor silicone and re install. All 3 are viable solutions to re seal.
In your case you might as well replace the strainer altogether .
