Can you get this and then change your number to an ON number? Or will you have to change plans too.

Or say if you have family members in MB, can they sign up for you and do a transfer of ownership?

Probably.....Koodo is Telus and they allow TORs over the phone...

Though once you give your non-MB address...they might force you to change plans to a "in-market" plan....probably worth a shot to do this early before they catch on!

I believe you have 14 days to cancel if things don't work out as well.....

Similar to what Telus was offering before they jacked their rates. Looks like Telus will have to bring back those plans if they want to compete.

Being Koodo is Telus, one could talk nice to retentions... they might ok it for you. :)

I know I was able to get a Saskachewan plan being in Alberta in the past.

I still have that $60 plan from last summer, nearly the same except 250 anytime minutes and 6GB.
Awfully tempted to move down to 5GB to save $5. Hmmm

Be warned that Telus coverage in Manitoba is only Winnipeg and even in Winnipeg it's shoddy if you're inside.

Check the coverage map. They have expanded their coverage and yes I am in Winnipeg and have Koodo. Koodo works just fine for me.
