Is Arcteryx clearly superior to The North Face, Columbia or other brands? Does it justify the premium? I need a new coat or set of layers for Spring/Fall time, as well as hiking in various national parks where the weather varies.

Any of these brands will keep you dry. The functional things you are paying for are breathability (sweat less), durability, weight, and movement.
Arcteryx is made to a higher standard than TNF so you get slightly more light/durable/breathable. But you pay twice as much for something 10% better.
If you are a walking a dog, those don't really matter and you are probably fine with a $60 Columbia rain jacket.
If you are on a five-day climb in freezing rain, those can matter a lot and you may want to spend $2000 on a few Arcteryx jackets.
Up to you to decide where you fall on that continuum and how much you are willing to spend.
