Want a developer laptop. Lots of horsepower but portable to haul into meetings for design reviews etc.

Recommendations?

This is the first Thinkpad with an 8th gen Intel available in Canada: https://www3.lenovo.com/ca/en/ibmeppfri ... nu-id=E480

Unfortunately, it's the crappy E-series junk. Terrible reviews for reliability. Even Lenovo knows it's garbage. I tried customizing one and there was no option to upgrade the warranty beyond the standard 1 year for this model. Lenovo has no confidence in this product to even offer an extended warranty.

When do you need it? I would say a T480 (14", 1.6kg+) or T580/P52s (15", 2kg+). All these have 8th gen low power 15W u-series 4 cores/8 threads cpus and should be available in the next few weeks? All can be configured with various discrete gpus.
If those 15W cpus are too weak for your application, there is a second wave of new Thinkpads coming later this year pending the release of the mobile 6 core/12 threads intel cpus. Not sure when, but the leaks for the cpus are speculating by the end of Q1 2018. The upcoming Thinkpad models that leaked so far are T580p/P52 (15"), P72 (17") and also a mystery ThinkPad P1.

Yeah, definitely not worth it: clunky and battery is too small.

Same. I'm also looking for a laptop for developing / university work. I'm currently thinking of A470. Is there any recommendations that are better than this? Is this laptop good?

No rush.

I think I'll wait for the non-low power CPU. I'm never unplugged for more than a couple hours, having more cores would be great.

T470 lowest spec with 1080p screen for $924.55 taxes in. Is this a good price? I'll upgrade the RAM and hard drive myself.

Preliminary leaks say May 2018 is when laptops with hexacore cpus will be announced from various brands.
