Lowes cancelled order, but charged and partially refunded my card
Ordered a patio set last week from lowes for home delivery. Used PayPal.
Lowes cancels the order saying item out of stock, but still charges my credit card through PayPal.
Next day I get a partial refund, which appears to be the item price + tax. No refund for the delivery fee !
Called lowes customer service. They told me to talk to store. Called the store, but they say since its online order, deal with lowes.ca. after several back and forth, one of the CSR said they will submit request delivery fee to be refunded. Its been few days, but I don't see anything.
How should I deal with these crooks ? Should I go through PayPal or credit card?
