For better or worse, I don't think the carriers do any kind of marketing based on area codes. Perhaps they're worried of some unfair competition accusations since a new competitor cannot offer 416 numbers... (that being said, I have been unable to get a 416 number out of Public Mobile, but Telus also has the smallest pool of 416 numbers of the big three, so who knows whether it's a conscious decision to deny 416 numbers to PM or there just aren't any available in Telus' blocks)

It's not really that Bell "still" has 416 numbers, it's that they have a bigger number of 416 blocks so more of them come up for recycling each day. Early in the morning, they'll have plenty of 416 numbers, but by mid-late afternoon, it's all 647 (Bell doesn't have any 437) for you until the next morning.

When I set up my Lucky account at maybe 9:30AM, all 5 numbers they offered me were 416. A few days earlier when I had to cancel my 416 Apple Watch account (yes, they wasted a perfectly good 416 number on an internal-only identifier for a watch), the fellow I talked to at Bell said that his system was showing lots and lots of 416 numbers available (this was probably at about 8:30). Had a similar experience at work, too - we wanted to get someone a 416 number, the Bell dealer at 3:00PM said that there weren't any 416 numbers left but they'd try again the next morning, and the next morning they called the fellow up and offered him a choice of several 416es.

Same experience with Bell, they assigned a 416 number to my tablet data plan Sim card.
