Don't think it works for the old account..
It worked for me. I was able to sign up for the $3.49+tax for 12 meals. I had clicked on the link provided by OP. Logged in and MealPal said I already had an account and a link appear which took me to a welcome back login. After logging in a pop-up appeared with the the choice of 12 meals for 3.49 or 20 meal for less.

Is this as good a deal as it gets for new users? (i.e. should I sign up now, or should I wait for a better offer like 50% off 3 months or something?)

It says I can reactivate for $3.24 per meal plus taxes and fees. What fees?

I think they just say that, it's only taxes

They had it for the last month or two. Might be gone now. Works out to be like $8 cheaper with giftcard.

How are the meals? Are the the same size as a regular meal if you had just walked up to the counter and ordered?

Portion sizes are definitely smaller. I didn't like how you had to order the day before and limited selection of what you could order.

It really depends on the place that you're ordering from. For some places it's the same size, for others, it's definitely smaller.

If I recall correctly, you have until 9.30am (?) the day of to order. No need to order the day before, although there's definitely the risk of some places having only limited offerings.

I also tried the above link with my old account, and there's no deal for me.
