Do you call non WIND clients outside of your local calling area often? or Often enough that overages would amount to more than $16?

If yes to both, then stay where you are. If No to the 2nd question, then downgrade when available.

lol. Fair Usage Policy. After 5GB of data, WIND "can" throttle you down to 256kbps

Fair Use I believe, means if you abuse it, they'll slow down your speeds.
