It is correct $100+$20 gift card is 20% off while $200+$50 gift card is 25% off.

Well, that's not true.
100 + 20 comes to you at - 16.666 (16.67%) if you want to call it that.

But you didnt spend 120/250, you only spent 100/200.

There's 2 ways to look at it:
1) You get 20%/25% bonus for spending $100/$200
2) You get 16.67%/20% off the total value of $120/$250

Yes but if you bought a $100 esso card and moola gave you $100, you essentially got $100 of gas for free.
