Moving Light Switch and adding an outlet to basement

Hi Everyone.

Wondering if anyone can assist. I need to move the light switch in my foyer approx 15 cm from it's current position as I purchased a shoe cabinet and it's currently covering the switch. Also, I'm looking to add an electirical outlet in my unfinished basement to accommodate a small freezer.

first off .. do i need a permit to add the additional outlet?
second... would anyone have idea on electrician cost?
third .. any reco's for an electrician in the Durham region?

no permit needed .. dependining on direction of wire in wall to switch might be able to move it a over, 6 inches but higher on wall or maybe a wifi switch instead.. plug in basement about 150.00 depending how far plug is to breaker panel .... you always use an extention cord

That is incorrect. 100% a permit is required for adding a receptacle.
