Are MyRogers plan offers stackable with Costco deals?

Have an offer for a plan to upgrade on Rogers, but want to see if I can get the Pixel 7 Pro from Costco with it so that I get the $150 Costco card. Is this possible, or does Costco just have generic plan offers? Not sure if they can access customer-specific offers?
