Obviously, the decision to travel during Covid has to be carefully evaluated and depends on personal risk tolerance, but the new "EU ban" introduced today doesn't effect France, which doesn't use the EU list to determine entry. Here's the CBC story on the ban published today. In particular this paragraph:
The decision doesn't ban travel immediately, nor is it necessarily strictly enforced in every EU country.

Some countries, such as France, have not placed any restrictions on visitors from countries on the list.
Again, not saying it's necessarily a good idea to travel for tourism at this point, but if you did want to, it is possible.

Out of curiosity.

What if I wanted to spend more (or even all the) time in Lisbon?
Is there a way to stretch the layover by some days/weeks?
Or just not use the Lisbon->Paris and Paris->Lisbon tickets?

If you miss any of the legs most airlines usually automatically cancel the rest of the flights in the itinerary..

Reopen EU updated today and so far Portugal, France and the Netherlands still have Canada on their allowed countries list. Those are the only 3 I checked.

We have tix from YYZ to AMS Nov. 25 and YYZ to Lisbon Dec 10.
Regardless, we aren't going. Just seems crazy.
