yeah EVGA MIR was on time for me. IIRC it took about 6 weeks as stated on their website to get my MIR for my power supply.

Was looking at getting a 960 and came across OP's mentioned card. Decided to get the MSI GTX 960 OC instead (http://m.ncix.com/products/sku/104759). It was $235 (after $20 MIR) and was reviewed as the better 960 version when overclocked. But from what I have read, all 960 series cards very similar.

prefer to get either a 970 or r9 390x. like r9 390x for the vram but i heard it runs hot and i've already got cooling problems as it is.

recently did a MIR for EVGA PSU and had no issues. My rebates for MSI video cards were denied though because the invoice didn't have the word "invoice" on it.
That's 30 minutes away, I'll be there in 10.
