Neighbour rain downspout

A few months ago my neighbour got landscaping done in her backyard, and i noticed they placed some concrete slabs next to her rain downspout, that directs the water away from her house but its starting to pool next to my foundation. Here's a video of the rain water pooling in that area.

I have not seen any signs of moisture in that area of my basement. Should I be concerned about this over time?

Depending on what is further out and also grading...neighbour can extend that downspout further down the line which hopefully is away from the house or distribute the water over a wider area with these.

Counter attack by adding your own slabs and slope them toward her house
YOu can also ask her to change the slope of those slabs as it is illegal to diver water toward the adjacent property

that looks like down spout is connected to the garage of the house so there is no "basement" underneath and virtually no risk for water or drainage problems on any ones property.

Just stuff some gravel under her slab(s) to direct her water back at her.

So the first and most important question is.... what's under that gravel?

I assume that based on basic subdivision grading there would be a swale along the property line to convey drainage. It looks like the swale is still intact however you have introduced a pervious/free flowing stone into the equation. So as opposed to sod which would absorb a bit, become saturated and then drain overland down the swale, you have an area that accepts more water and doesn't drain all to well.

Likely, I would look into your options or restoring the swale to function and creating grading so overland drainage flows towards the street and doesnt pond agaisnt a foundation.

If you don't want to talk with the neighbour, do what @engineered said and, so that you don't look like a total dick, buy and put on a Flex-a-Spout to direct it away from both homes.

chances are the op is worried about the foundation getting flooded and possibly springing a leak in the basement, the good news is that appears to be the downspout next to a garage, garages do not have basements, its unexcavated so nothing to worry

OP posted not seeing moisture in that area of basement so doesn't seem to be the garage, or possibly its rear of garage adjoining house.

that looks like a driveway next to the interlock stones and patio stones, there should be no "basement" underneath there, its unexcavated. well they can excavate it if u want but thats expensive and to under pin it, only rich people do that

Ask them to extend the downpipe so that the water is directed further away from your houses. An extra downpipe can be purchased for $22 at HD.

why are those houses so close together. can you even get a lawn mower through there, or a wheelchair?
