New Ontario Driver's License mysteriously gets returned to the MTO

I recently changed my address and renewed my license. My license did't arrive for 6 weeks so I called MTO. They said my drivers license had been returned back, even though they verified my address is correct. I live in a condo building. Wondering if something shady could've happened where data was taken/copied by the mailman or someone for fraud and then returned. If so why return it to the MTO. Does this sound fishy to anyone ?

Not really, the mailman could have delivered your letter to the wrong mailbox and homeowner/renter. They would have wrote RTS (return to sender) on it. Has happened to me before.

If the mailman was going to do something shady he would have thrown it out afterwards or kept it, he wouldn't return it to the sender. Most likely delivered to the wrong address and they couldn't be bothered to walk over and give it to you.
