New Passport Child to Adult

Hi there,
We are having problems getting a new passport (adult) for our 16 yr old daughter. She now has to get the adult version and she doesn't have photo ID, her health card is still the child version with no photo and she does not have a drivers licence, she does have a high school photo card but that is not government issued ... so what are we to do? She has her birth certificate and her expired passport but from what I was reading expired passports can only be used as photo ID if expired less than a year ago and hers is over a year now. I don't know how they can expect a 16 yr old to have photo ID?

Anyone have any experience with this of their own?

You don't mention what Province you're in, but if it's BC, you can just go get a photo Service Card.

I believe since she is applying for an adult passport she has to submit photo ID.

Your daughter could either go apply for a picture health card or go write the G1. She is old enough for either.

If you are in Ontario you can get an ID from Ontario which is like a driving license without the privilege of drive on roads.
