Marginally, not as good as the Original EVO 212.

Even if rebates don't come, $20 for this and a static wrist strap, you can't beat it, still the lowest price to date - I think.
Selling for $15USD without the wrist strap.

Nothing wrong with the stock heatsink if it covers your needs, but the 212 series of coolers are fairly well known for being cheap yet being capable enough for moderate overclocking. Or they want something that's a bit quieter than the stock heatsink when stressing the PC. Or perhaps someone needs a cheap heatsink for the overclockable processor they bought that doesn't come with a heatsink. Or their heatsink fan died and they need a replacement (stock heatsink's fan sorta can't be replaced).
