Not sure exactly when the change happened, but it should be sometime in the last 2 weeks. When I bought something from them 2 weeks ago, they still had the old restocking fee and shipping at your own cost policy.

It likely changed during the gamer nexus/newegg scandal (which also included most hardware youtubers joining in). In summary, basically gamer nexus (big hardware channel), bought a mobo from newegg, never opened it (didn't need it), returned it and got deny a refund due to damage mobo. Except the mobo was already damaged before they got it and was a RMA return that was NOT repaired but still resold.
