I would agree that most of the time there is no issue in asking. With that said, don't be tone deaf. It all depends of the financial health of the company. Just because the economic conditions are not ideal doesn’t mean all the usual stuff like promotions, raises, bonuses are out the door. We’re not in the great depression.
If you can show that you're over performing and can quantify that then I'd say go for it! The problem is some people think they deserve a raise because they've been there for xxx period of time.
