OMG, what happened to my Toro Recycler mower (1 year old)?

OMG. Just pulled out the Toro 20340 Recycler that I bought last year (based on one of Allyn's earlier videos' reco) for the first cut of the Toronto, Canada season... Front yard, no prob. Started back yard and it began difficult to push, like there was no rear drive. Kept trying to move forward with no success... then noticeable smoke started coming of of exhaust. Shut off, looked under deck for a jam or stick or rope, nothing. Started up again and no drive, more smoke. Pushed it on to patio, now the pull cord is super tough to pull and won't start. Also, when I manually try and rotate the blade, it seems tougher than I recall when I've cleaned under there before. It was stored in the garage all winter, with almost no gas and stabilizer in the upright, smart stow position. The garage never went below 5 celcius (~40 F). Gulp. Any ideas? And now with this COVID stuff, does this mean my season is OVER????!!!

No oil?

Remove the drive belts and try again.

Sounds like oil starvation and your piston is now sezied. Check oil level.

Also remove the spark plug to see if your piston is hydro locked.

Oiled fine. Spark plug fine. Maintenance fine.

hmm... upon further inspection, this belt driving the rear wheels looks to be in the wrong place, twisted and damaged. I wonder how I disassemble this?
