Bootloader is unlocked, you can always flash CM if you don't like Oxygen.

That's a bonus...when I picked up my first OPO they charged for shipping and then got hit with customs fee as well

For the price I don't think you can beat this phone, heck even without price this is a challenger to any phone. 6GB ram? Dash charge?
