"Certain websites"? Makes me wonder.. jk .. you don't have to share with us ;)

Tiktok does have some neat ads to watch but I would be very very cautious with buying from those advertisers .. again if something looks too good to be true it probably is. Stick to the trustworthy sellers

A couple of 7 or 8 year-olds passed by me on the sidewalk.

One said to the other, "Jason is such a scammer".

The term seems to have become meaningless to kids. Maybe to young adults as well.

The generally accepted definition is:
an illegal plan for making money, especially one that involves tricking people

Certainly OP has a case that the description of the product can be considered deceptive. But I don't think there is an illegal plan behind it.
Maybe a plan a bit short on moral ethics, but they are delivering a product that sort of meets the description to the casual eye.

For a seasoned online shopper there are probably enough clues to steer clear of it.

Didn't adblock won the war against ads ? Where are you getting these websites is a good question. There are thousands of products like this on the web. AdBlock is your friend.
