The best deal you're going to get is Chatr's $20/month local talk plan. It gives you unlimited incoming and unlimited local outgoing.

this is just going to be like an emergency sim for someone. monthly payments won't be possible

I have only ever seen that offered with Wind (now Freedom/Shaw). But that plan ended years ago. But some people do resell those plans, as they were grandfathered.

7-Eleven Speakout Wireless is the cheapest current prepaid service that you're going to get in Canada. A $25 top-up will last 365 days, but each minute is 25 cents.

As noted, 7-11 is the best deal simply because your money/minutes don't expire until 365 days after you top up. With other pre-paid-plans you have to top up money on it every month otherwise your money/minutes expire.

Please be prepared to shell out money buying speak out sim cards every now and then as their 3 in 1 sim card corrupts quickly (if you succeed to activate at first place) Plus few hours with their customer care explaining the situation. Cherry on the cake they ask you to call and wait in queue after each troubleshooting like turn off your phone for 30 mintutes then give them a callback
