Not sure if it's just for major cities (Vancouver/Toronto/etc)

paypal never sends their offers to people who use paypal the most. :-( .. 3000 bux worth of purchases via paypal last year and no offers ever. Also now they have been double dipping a lot with Ebay sales where Ebay charges you a fee and paypal charges you a fee as well. lol.. Anyway thats my rant about paypal

I use $0 on PayPal and never get any promos. I only use them to get ebates and gcr rebates and withdraw to my bank account

It has the OP's name within the email, and is confirmed on the forums that it's legitimate...

LOL, for one it says it will be an in-office survey, at PayPal's ofices. Second, Paypal says on THEIR forums that the domain is legit...
