[Petro Canada] RBC Rewards/Petro Canada Offer - 10% Statement Credit (capped) YMMV

Received this new offer from RBC.

Have looked to see if this has already been posted but can't find it. This may very well be my first new thread so please be gentle.

Details:
January 13, 2020 - March 31, 2020

Get a 10% statement credit on gas purchases of $35 or more before March 31 at Petro-Canada using your eligible linked RBC cards, up to a maximum of $15 in statement credits.* Plus, save 3 cents/L every time you fill-up and earn 20% more points when you pay with your linked RBC card.** Simply load this offer before your next fill.

I got this offer once, then after that it's been the standard $250 on fuel -> 2.5k Petro-Points, $500 on fuel -> 5k Petro-Points.
Working theory is that this is a one-off offer is to get you hooked on the RBC + Petro-Canada ecosystem (ooh, aah, 3c/L off!). Would be interesting if anybody has gotten this multiple times.

I get 5000 pts for 250$ each month. Its a lot of gas even for me and I drive 28000km yearly.

Got this offer. Is this a one time thing? As in I need to make sure I'm at my emptiest and bring along my jerry cans to fillup in one go? To maximize it's $150 worth of petrol right?

I also have both a debit and credit card. Is the credit card linked as well and can I use that instead of my debit?

I have this offer but still have >$3k of CT gift cards from when they were 10% off and $400 of Esso.
I just go to wherever fuel is cheapest after offers (like most motorists do)

Confused. Is it max$15 per transaction ( so $150 gas purchase)… or max $15 total rebate on each card?

I was under the impression that it was max $15 total statement credit across all your cards, since it's under one RBC offer umbrella.
But this is from my memory when I had this offer a while ago, so it's a bit fuzzy. Perhaps somebody would like to post the terms.

Is 10% CT gift cards the go-to for cheap gas?
I've been mostly gassing up at Costco and haven't really compared the savings vs convenience trade-off.
